In accordance with the Guidelines, the Chamber will advise the Minister positively or negatively regarding the issuance of a business license to a corporation in which at least 60% of the shares are owned by locals, or by someone who has the same status as a local, or to a legal entity that has been incorporated under Aruban law and whose shareholders are all locals.
